The Randy Moss Award is to recognize and honor the nations outstanding Division I Punt/Kick-Off Returner of the Year.

Gulf Coast Events, INC. is the founder and sponsoring agency of this award.

All Division I collegiate students/ athletics are eligible whom have displayed exceptional talent and skill in either or both categories. This individual should represent his team and university with the highest standards of character.

The prospect for each year's nominees will be previous year's leaders or finalist whom have remaining eligibility and excelled during the course of that season.

The committee or eligible voters will be comprised of Div. I-A conference Sports Information Directors and Member Institutions Sports Information Directors within each conference.

Each conference SID office will receive the votes submitted from each institution SID. and accumulate them for the sponsoring agency.

Recommendations will be submitted to each conference SID prior to the season and during the playing year. Dates for receiving this information will be determined by the sponsoring agency.

Every three weeks during the Football Season a "Watch List" of candidates will be identified whom have displayed outstanding statistics to support their candidacy.

A web site will be established to provide information and statistical material relative to the awards, voting and candidates.

A Corporation or organization will be given the opportunity to obtain the naming rights to this award either in the title or presenting context.

A press conference will be scheduled to announce the new award either independently or in conjunction with the North/South All Star Game, title or presenting sponsor.

The selection and announcement date will be in December prior to the College Bowl Season. There will be a field of 3+5 finalist with the Moss Award winner named at an Annual Banquet in Houston, Texas. Finalist will be identified in November with the selection in December.
